Okay, headcanon for the lovely Laurel is that she loves both men, she had always loved Oliver, even when he was little shit. Tommy said started to love when he became the man for her, not the man child he was starting out to be. Also at the end of the day, they are both her best friend, no one knows her like they do.
I'm pretty much game for anything, I'm easy, but I do like to work on her being more for the Black Canary.

Okay, I figure Tommy has known he's bisexual for a long time and he would have told both of them. His feelings for Oliver are old and complicated.
